I updated my wife's IPad Mini and I can not get past the activation lock. I pulled up Apple ID but the IPad Mini does not show up as a device. I am therefore in a Catch 22. I can not get past the activation lock without Apple ID but can not use Apple ID since the device is not listed. ????

This is very likely not a catch-22 at all, but two completely separate issues.
Activation Lock
You can turn this off without the iPad. Simply use a browser to log on to http://www.icloud.com. Go to the "Find My iPhone" page and remove the device that way.
